Children – the care of the whole world

In Paris took place the session of the International centre of protection of children from the exploitation and the kidnappings (?ICMEC?) in which work V.I.Matvienko, the governor of Saint Petersburg took part was held. She also participated in the session of the Honorable committee of the centre. Among the members of the committee alongside with the governor of our city were the queens of Sweden and Belgium, the first ladies of USA, France and Russia…
The participants of the meeting discussed the text of the declaration – an appeal to the international unification of the efforts against exploitation of children. At the plenary session the questions of the responsibility of a society on protection of the rights of children, the acceptance of the measures against the exploitation and the kidnapping, the responsibility of the MASS-MEDIA at the illumination of these problems were discussed. With the report on experience of St. Petersburg in this sphere acted the governor V.I.Matvienko.
- In our city which has gone through not the one revolution and the hardest blockade, the problem of children’s homelessness, disorder, a children’s trouble was always perceived especially sharply, – has told Valentine Ivanovna.
- In St. Petersburg the enhanced attention today to the protection of the rights and the legitimate interests of the minors is given. In the work we lean both against our own experience, and the experience of other countries and cities. We closely cooperate with the international organizations asserting the rights of children.
Valentine Matvienko told about the unique experience of the rendering the assistance to children who have got in a difficult life situation. In St. Petersburg there are created the 19 commissions on affairs of the minors and the protection of their rights. At the city administration there is a coordinational council on the prevention of the violence in a family and other social institutes connected to it. In the city there are the rehabilitation centers, shelters, and other establishments which not only render the concrete help to children and teenagers, undergone to violence , but also are engaged in the scientific researches by the development of the techniques on the rehabilitation of children. The governor made some examples of the activity of these establishments. In 1998 in St. Petersburg the social-rehabilitation centre for minors “The Maloohotinskiy house of diligence” was created. There live the girls-teenagers, undergone to violence, left their homes. Almost each of them had a sad experience of the vagrancy, the famine, the teenage prostitution, the early alcoholism, the glue sniffing or the narcotism in the past. Many of them get in the centre contagious with heavy infections. Some of them had already time to make the offences of different levels of the seriousness. All of them had already suffered from the cruelty and the violence in their childhood. The work of the centre is constructed so that to help the girls to find the further prospects in their life. The centre gets the supports not only from the city, but also from the Children’s fund JUNISEF. The other successful example from the Saint-Petersburg’s practice is the service of the help to the minors came from other towns. The service is located in the social – rehabilitation centre "Fiodor". This establishment is created under the agreement of the countries of the CIS and is one of seven similar centers in Russia. The children autocratically left of families, the victims of the drug trade and the pornobusiness and arrested on the territories of the countries of the CIS and other states can be delivered there. The shelter "Fiodor" is the unique establishment of the social rehabilitation in which children and teenagers from 3 till 18 years who don’t have registration in St. Petersburg are accepted. Experts of the centre render the children the emergency and necessary help; use the best efforts to help a child to overcome a crisis situation. The serious theoretical researches of the problems of the traffic and the commercial sexual exploitation of children are conducted now in St.Petersburg. A plenty of the not governmental organizations deals with this problem. One of conducting roles in the process of the solution of the problem plays the public organization of social projects "Stellit" created in 2002 by the employees of the Sociological institute of the Russian Academy of Science.
- One of the last international actions for the protection of children, – continued Valentine Matvienko, – was the seminar “The creation of the effective model of rehabilitation of neglected children in Saint Petersburg” with the participation of the representatives of the International organization of the work in it. I think that the experience saved up in Saint Petersburg, can be generalized and distributed in other countries. However it is obvious, that the experience isn’t sufficient. It’s not still enough for the eradication of these problems of life of our children and our society as a whole. But without the unification of the international efforts in the direction to solve this problem it is impossible. We need to enter the most rigid legislative measures to unite the efforts of all the levels of the authority, to increase the overall performance of the law enforcement bodies in the struggle against this evil. But the main thing – is that it’s necessary to inoculate the society, to impart the intolerance to violence above children. The governor of Saint Petersburg said the words of deep gratitude to the spouse of the president of the French Republic to madam Shirak, who had taken the trouble on the organization of the discussion, the meaning of which is so actual without exception for all of the countries, and wished the successes all the participants of the international meeting in their noble aspiration to help the requiring children. The result of the meeting became the already mentioned declaration. One of the points of the document – is the introduction of the general European telephone number where, it will be possible to ask for the help in the case if a child was gone(left the home). The service is to begin to work soon.
